The other cousin was severely injured but is expected to recover. Terry Hang was not wearing a seat belt at the time of the accident. Tou Hang is scheduled to appear in court on December 5th to face charges.

According to the article, a DUI can be issued to any driver 21 and older with a reported alcohol level of .08 or higher, and under 21 years old is even lower.
