Is a rear-end collision in Washington State automatically the fault of the driver that hit the other?

If you’re in a rear-end accident in Washington, there’s no longer what’s called negligence per se, which means that it’s automatically the other person’s fault.
However, there’s almost no way to imagine that it could be the person in the front vehicle’s fault if they get rear-ended. Really the only way that could happen is if the person in front was reversing.
There’s even been cases in Washington to determine that stopping on the freeway is something that should be expected by the following drivers.
The best rule to follow is that you should always watch out for what’s in front of you and be aware that people may slow or stop, and so pretty much if you hit someone from behind, it’s going to be your fault.
